The presenter is a tier-two State Review Officer in South Carolina. In this capacity, Dr. Yell reviews due process hearings. A couple of important conclusions from his review of hearings are that (a) the majority of hearings involve questions of FAPE, and (b) most FAPE issues involve procedural error, substantive errors, implementation errors, or a combination of those. In this presentation, Dr. Yell will examine these errors and how administrators and teachers can avoid them.

This one-hour session brings together a school law attorney and a veteran behavior specialist to explore what's actually required by law, where districts commonly fall short, and how directors and providers need to think differently about their roles to prevent service gaps.
